Lịch sử sáng tác của chúng ta còn non trẻ, đi sau các dân tộc tiên tiến hàng thế kỷ, kinh nghiệm của âm nhạc cổ điển phương Tây đã quy nạp thành lý luận quốc tế. Những tác phẩm cổ điển của các bậc thày về sáng tác trên thế giớ đã trở thành tài sản nghệ thuật chung của nhân loại. Chúng ta không thể chỉ sáng tác với số kinh nghiệm của bản thân hoặc những kinh nghiệm có hạn của dân tộc ta, mà còn phải học kỹ thuật phương Tây, học tập các nước trong phe dân chủ và các nước tiến bộ trên thế giới. Đề cao việc học tập Liên-xô, Trung-quốc, vì Liên-xô, Trung-quốc đã có kinh nghiệm vận dụng chủ nghĩa Mác-Lê-nin vào vấn đề âm nhạc, chúng ta học không phải để làm giống như âm nhạc các nước trên thế giới mà học để làm giàu thêm những sáng tác của dân tộc.

Our history of composition is still young, centuries behind advanced nations, the experience of Western classical music has inductively become an international theory. The classical works of the world's master composers have become the common artistic property of mankind. We cannot only compose with our own experience or the limited experience of our nation, but also have to learn Western techniques, learn from the democratic and progressive countries of the world. Emphasize learning from the Soviet Union and China, because the Soviet Union and China have experience in applying Marxism-Leninism to the issue of music, we learn not to make the same music as the other countries of the world, but to enrich our people's compositions.

Quy nạp is a difficult word to translate here. It corresponds to inductive philosophy and seems like a  fancy and intellectual a word for the Peoples newspaper to publish. Induction is paired with deduction -- the latter being a synthesis of information through logic to come to an explanation. Deduction lets the information stand on its own and through a not yet falsifiable accumulation of information, make an inference that something is true. So there is no strictly logic basis to be claimed for the superiority of Western classical music, only a preponderance of evidence.
