Les Arcades was located at 43 rue Paul Bert, Hanoi. This advertisement shows them selling 78 rpm recordings to troops from the Corps Expedionnaire Française d'Extrême Orient (CEFEO) or French Far East Expeditionary Corps. (or Quân đội viễn chinh Pháp vùng Viễn Đông). These soldiers numbered over 100,000 during the 1st Indochina War. Egypt was not a colony, but it had the strongest record industry in the Arab-speaking world.

I find it to be little understood just how popular jazz was in French Indochina and not only among colonists. Les Arcades also stocked jazz recordings, old and new.

Somebody has written to us:

The band of the 18th Colonial [Battalion] has been silent for a long time, due to the large number of musicians who have been repatriated. It's very fortunate that a few students have been trained, and the enemble, or rather the brass band, will soon resume its Thursday and Sunday concerts.

Lieutenant-Colonel Pourrat, who appears to be a good leader and an excellent man, asks us to be indulgent with the musicians. He's perhaps certain that everyone here will be too pleased with this entertainment to criticize those who give them these pleasurable moments.

The entire civilian population is moreover pleased to thank the Lieutenant-Colonel for his kindness, having not been spoiled by their relationship to previous commanders, those who led the regiment before the arrival of the 10th (battalion).

In 1902, Việt Trì might not have been much more than a French commercial and military outpost. It benefitted from a clear river route to Hà Nội and the Tonkin Gulf. The 18th Colonial Battalion stationed there must have numbered around 500 soldiers, perhaps as few as 300 - I couldn't say for sure how many. There were also French civilians living there, probably engaged in commerce. But there may have been spouses and children as well. Vietnamese families had to be nearby -- minimally the French would have had the need for interpreters and laborers. Vietnamese and Chinese merchants had to be present along with rice farmers and fishermen.

It was normal for a colonial military unit to have a "musique" or a "fanfare." A fanfare denote a brass band - an ensemble of brass instruments and likely some percussion. Brass instruments work best because they are loud and they are less susceptible to damage in a tropical environment. Wooden instruments like woodwinds and strings expand and contract according to the temperature and humidity. Additionally, wind instruments have pads and springs that could be damaged in inclement weather.

The sturdiness and loud volume of these instruments help to project the power of empire. It was a form of cultural conquest at the bell of a trumpet, so to speak. The music may have been incomprehensible to local residents, but it had to get their attention, even if it were resented as a manifestation of unwanted invaders. The melodic motifs of fanfare music eventually inspired Vietnamese patriotic marches in the 1940s.

The mystery in this piece is who the "students" are? They are most likely members of the battalion without previous musical experience. But could musicians have been recruited from within the community?

It might be difficult to detect the urgency behind recruiting a full complement of musicians. In 1902 there was no radio and sound recordings had yet to be introduced to French Indochina. If you wanted to hear music, somebody had to perform music. In Việt Trì, a European would be largely cut off from the elements of a normal life, including music. The twice weekly military band performances would be a welcome musical taste of home.

Au jour la jour... musique (From Day To Day... Music) - (1930)

Reread the remarks of the radio station director, words that we reproduced yesterday with some pleasure. "The majority of potential listeners to our radio concerts have requested performances of beautiful music, even classical music... Barely will one day of jazz be made in a week..."

One day of dancing a week... Then once a month... Look in our dance halls. It's always the same dancers. Let's not say it's a waste. In Saigon, they have an excuse: there are so few distractions!

Saïgon républicain July 12, 1930

During the earliest days of broadcasting in Saigon much of the programming was live. The station featuring a quintet that provided radio concerts of classical and light classical music - the "concerts radiophoniques."

Jazz music in that context was essentially dance music (often "hot" dance music) or just the popular songs of that time. Professional musicians often worked in both worlds. The author providing commentary notes that there was a dedicated, even fanatical, audience for this dance music, but that it was limited to the same people who turned out every night at the dance halls. This was the excuse given for the author's preference for hearing classical music on the airwaves instead of jazz.

A bâtons rompus (Casual Conversation) - (1925)

"A bâtons rompus," Saigon Sportif 8/21/1925
Because the French Navy isn't dead yet!

The "Jules Michelet" isn't only interesting because of its four funnels and large cannons.

The Jules Michelet is a melodic ship. From morning till night, almost every day, regulars at the Arsenal and the quays often stop at the bank to listen to the quality harmonies that flow continuously from the foredeck. It's not the pretty modulations of the boatswain's pipe, but a truly remarkable orchestra, despite the absence of some sections. And it was a real treat the other evening around the bare bandstand on Boulevard Charner! [đường Nguyễn Huệ today]

Our elegant Saigon ladies could also attest that the blue-collar musicians of the Michelet excel not only in the score of Lakmé, but also in the impeccable performance of the ballet Coppélia, one of Léo Delibes' masterpieces. The other evening, as far as regulations permitted, there was lively dancing on the cruiser's aft deck to the sounds of this excellent orchestra and even a superb jazz band!
The armored cruiser Jules Michelet (source: Wikimedia Commons)

The battleship Jules Michelet circulated among French ports throughout the Far East and Pacific region. Such a vessel definitely projected colonial and imperial power. For the French residents of Saigon the vessel's arrival was heartily welcomed and here we learn one of the reasons why. The Jules Michelet brought a little variety to the city's musical life.

The article remarks about "regulars" at the docks enjoying the rehearsal of the naval band. The regulars would have included a number of Vietnamese dockworkers. The ladies of Saigon enjoyed the band's ability to perform classical works by Délibes, but the musicians were most appreciated by those who loved to kick up their heels and dance. The jazz band must have been a subset of the larger naval band. At that time a jazz band was almost certainly a dance band. I would imagine that they sounded similar to Fred Waring and the Pennsylvanians.

Chung quanh vấn đề: Cưới theo "đời sống mới" hay "đời sống cũ?" (Concerning The Problem: Getting Married According To The "New Life" or "Old Life" - Hoàng thị Ngọc Lan (1957)

"Marrying by the 'new life' or the 'old life?' 'Weddings according to standard plan',"

I agree with both the old and the new
The opinion of Mrs. Hoàng Thị-Ngọc-Lan Hải-phòng

Saying this, don't think I'm being ambiguous!

I would like to present my opinion: First of all, in any era, we cannot "simplify" weddings too "thoroughly." For example, last year I attended several weddings... A "collective" of 5 or 6 couples. While sitting at the table, I and many others had to mentally calculate and make an effort to remember each couple to avoid "putting this man's beard on that woman's chin." When the wedding ceremony opened, the host rose, "approved" the background and the bride's and groom's process of getting to know each other. After that, the officials from both families listened to a speech about... "Love perspectives." Everyone felt like they were attending a class on politics. After that "sinewy" part that took almost an hour, there were so many words of "Offering a round of applause", the bride holding a cigarette and giving it to the groom, the groom giving flowers to the bride, etc., that it's both ponderous and bland!

Whoever says that new life means abandoning everything old is wrong. In literature and art, for example, who abandons Nguyễn Du, Nguyễn Đình Chiểu, Vũ Trọng Phụng...? I mean bad customs must be abandoned but good customs must be preserved.

But there are many weddings that either keep both the "rotten" and the "fragrant" of classical ceremonies or "promote" both the new and the old: The banquet has plenty of pink wine, red firecrackers, green areca nuts, more than a dozen taxis, pigs and chickens falling over. Then the dowry, the bride price, the bride's royal scarf, slippers, brocade dress... everything. And before the wedding, do you remember how many ceremonies go on and on. That means it's 100% nothing burger. Rich people have gotten "carried away" reenacting "comedies" that we thought had completely disappeared from the stage of today. Some people have borrowed money to perform the same play, but it turns into a "tragedy" because after the wedding day, the fellow is exhausted by debt. There are also "mixed" weddings with old and new things: pigs, chickens, Chinese and Vietnamese platters. Lots of drinking and in the end it's the "New Life" budget! They reason that: "For elders, it must be the old way, but for youth, it must be new."

Whether to organize the new or old life at wedding ceremonies? Of course it is up to you, up to me, but objectively, we should look at how imbibing is right. Before we got married, my family discussed with me the method of conducting a wedding ceremony and our wedding was well received by both friends and grandparents. The basic thing that we achieved was to spend very little money, so I will boldly and subjectively this.

When my husband came to talk with my family, my folks did not challenge anything. The invitation also had a Modernization: ..... "With our consent and our family's, the help of the organization"... Our wedding did not have sticky rice, Chinese and Vietnamese dishes, no wine, but did have tea, and Thăng Long brand cigarettes. There was no master of ceremonies, no lectures on love, no background checks, no dirty jokes, no dancing, no candy, firecrackers, but there were flowers, there was pink, green, and red, music, and happy congratulations. And especially, all of us young people, and the elders, we did not have any feast, the only difference from us young people was that we had recordings of classical music, chèo, cải lương, hành van, ả đào, etc.

Our wedding was simple but did not forget traditional rituals: My parents told me that after the wedding, we would go back to his hometown to greet my husband's relatives, etc.

In conclusion, I would like to say: I prefer organizing a wedding according to both the old and new life. But you must know: What is good and what is bad about the old and new life. Eliminate the bad and keep the best, base things on thrift but, do not be negligent with the ceremony.

Finally, I wish you who start a family with much happiness and those who do not have a family will start one during this season of hope.

There are a few things that stand out in this opinion piece. The author, and her audience, must be fairly well-educated and bourgeois to invoke Vũ Trọng Phụng as a positive example. This is at a time when the author was beginning to be rejected by the Democratic Republic of Vietnam (in large part because he was invoked by the participants in the Nhân Văn Giai Phẩm movement). I am also struck that Hoàng Thị Ngọc Lan would suggest using sound recordings to enliven the banquet, presumably to avoid the expense of live musicians. However, her musical choices do not come across as terribly lively. Her first suggestion is Western classical music, but she also suggests recordings of "songs of songstresses" (hát ả đào), a musical practice that came to be seen as backward and was banned from society.

Our history of composition is still young, centuries behind advanced nations, the experience of Western classical music has inductively become an international theory. The classical works of the world's master composers have become the common artistic property of mankind. We cannot only compose with our own experience or the limited experience of our nation, but also have to learn Western techniques, learn from the democratic and progressive countries of the world. Emphasize learning from the Soviet Union and China, because the Soviet Union and China have experience in applying Marxism-Leninism to the issue of music, we learn not to make the same music as the other countries of the world, but to enrich our people's compositions.

nguồn: Nhân Dân 6 tháng 6 1957

Quy nạp is a difficult word to translate here. It corresponds to inductive philosophy and seems like a  fancy and intellectual a word for the Peoples newspaper to publish. Induction is paired with deduction -- the latter being a synthesis of information through logic to come to an explanation. Deduction lets the information stand on its own and through a not yet falsifiable accumulation of information, make an inference that something is true. So there is no strictly logic basis to be claimed for the superiority of Western classical music, only a preponderance of evidence.

We need to learn lessons for future concerts to get better results

Last Sunday, the Hanoi Department of Culture organized a concert at the Chí Linh Flower Garden to rehearse for the August Revolution celebration.

The concert program that was selected was very rich. Everyone believed that with the collaboration of famous singers such as Khánh Vân, Quốc Hương, etc., with the reknowned Political Headquarters Artistic Troupe, and with girl students, this concert would certainly attain a beautiful result. However, we did not get that result, on the contrary, soon after the opening music of the Military Band ended, the performance had to be cancelled and postponed.

Why did this happen? Because we did not keep children in order and some youth even rushed up and surrounded the octagonal gazebo. Despite shouting of the Organizing Committee and the wail of police sirens, some of those clueless people still rushed forward, tightly surrounding the gazebo, making it impossible for some of the well-known women performing artists from the Political Headquarters, and the city students to get out. At this point, I and many of my friends had to ask ourselves: were those young people lacking awareness about going to concerts or were they just there to look at the clothes, the "skirts," to see people...? They kept surrounding them like hungry leeches, taking advantage of the chaos to unplug the lights. Fortunately the comrades in charge of the lighting promptly turned them back on. It was not until the last minute when the police had to clear the way to get the well-known women performing artists from the Political Headquarters to their car to leave that those "leeches" finally stopped.

Through such gestures and bad attitudes, I saw that the children and especially some of those young people lacking awareness need to re-examine themselves, to seriously examine whether this was good or not? I see that you love music, love art, love famous singers who have used their talents to serve you and the people, all of this is very good. But "love" does not mean surrounding people, not letting them go home even though the Organizing Committee has declared it's over and disbanded.

Above, I'm only mentioning that a few, not all of our listeners are like that. On the contrary, the majority of listeners regret that the concert had to be canceled.

To learn from experience, we suggest that the Department of Culture should organize more carefully so that future concerts will bring good results and we hope that the program of the recent concert will be performed again on another occasion soon.

Nguyễn Hanh (T.C.Đ.S.) [Railway Headquarters]

During the event's organization there were still some shortcomings, therefore they did not bring about results as satisfactory as last Sunday night, August 18. The number of people enjoying the ceremony was very large, so it was too noisy and disorderly. Bicycles and cars stood still in the street, honking loudly, people laughed loudly, influencing the performance. Drawing upon experience to achieve better results in the future, I suggest:

1) As for the people, when we go to enjoy the event, we should maintain order, not talk loudly, and should not stand in the road obstructing vehicle traffic.

2) Whenever we organize a concert, we should also send some Police comrades to maintain order and guide vehicles.

3) Organizers should hang some loudspeakers outside the flower garden so that people who arrive late and cannot get inside can still hear clearly from outside, to avoid jostling... This way, the concerts that follow will certainly bring good results.

A little remarked upon aspect of Democratic Republic of Vietnam governance is the role of public opinion, usually public opinion published in newspapers to promote the outlook of the authorities. These papers were posted on neighborhood bulletin boards where they could be read by all at no cost.

There was an outdoor performance in 1957 celebrating the August Revolution that had to be scuttled because the crowd got out of hand. It was held at the former Square Paul Bert, a location that projected French power, a place where military bands frequently gave performances during the colonial era. Now, with the success of the Revolution, the Vietnam assumed control and authority of this space.

The opinions expressed above were published in Thời Mới, or New Times, a daily paper. This newspaper is notable because it is the one publication that survived the transition from the French affiliated State of Vietnam (État du Vietnam) to the Democratic Republic of Vietnam. Upon the triumphal return of the Vietnamese army in the Autumn of 1954 it changed its masthead from Tia Sáng (Gleam of Light) to Thời Mới and continued being published until January 25, 1968 (a few days before Tết Mậu Thân). Because of that I surmise that its readership was skewed toward urban dwellers who had not joined the resistance forces and had lived under French rule longer. Reading the paper, one does not get the sense that it was a Communist Party organ. Because of that it may have been a more persuasive means of shaping public opinion within the city.

For background I think it's worth noting that Hanoi of 1957 was probably less "entertaining" than Hanoi of 1953 and 1954. Back then French and American films were easily viewed. New sound recordings were being released all the time and there was a plethora of published books, magazines and sheet music. Well-known singers performed on the radio and in cinemas.

With the removal of French authority, all the popular culture of the capitalist West disappeared - was banished. The Communist authorities did their best to supplant these works with new ones. Cinemas now showed Soviet, East German, Polish and Chinese films, that even if they were ideological were of high quality. The Democratic Republic of Vietnam also supported excellent professional performing arts troupes that presented works that supported their political outlook. But one gets the sense that Hanoi society was less thrilling than it had been. It was also a time of economic hardship with fewer opportunities for entertainment.

Because this was a celebration of an important event, there is no doubt that the government would have wanted to draw a large enthusiastic crowd. The letter writers make the mistaken, rather bourgeois assumption, that people who attend outdoor spectacles come primarily to enjoy the artistry. It is hardly surprising that a bunch of boys would be swept up with the crowd and thrilled by the sight of beautiful, probably fairly young, performers. The first writer makes this dynamic clear and there is an element of menace when encountering an undisciplined crowd of young men. But these performers were undoubtedly a beautiful sight to behold in a Hanoi that must have become otherwise drab.

There are few windows into Hanoi life of that time. The letter writers were concerned that the police presence was inadequate. I'm impressed with the restraint of the police in a society where police restraint was not always required. Presumably the cultural authorities learned from this seeming debacle and later events proceeded more smoothly. I'm also struck that vehicle traffic was blocked and that the traffic noise interfered with the potential enjoyment of the event. The quantity of vehicles, especially motor vehicles, had to be trivial back then when compared to today.

Family Affair (Việc gia đình) - Sly and the Family Stone (1971)

[Chorus]
It's a family affair
Thế là việc gia đình

[Verse]
One child grows up to be somebody that just loves to learn
And another child grows up to be somebody you'd just love to burn

Mom loves the both of them
Mẹ thương cả hai
You see, it's in the blood
Thấy không? đó là bởi máu thịt
Both kids are good to mom
Hai đứa rất tốt với mẹ
Blood's thicker than the mud
Máu đặc hơn cái bùn lầy

[Chorus]
It's a family affair
Thế là việc gia đình

Over there, world gone bad
Bên kia, quả đất bị hư

[Verse]
Newlywed a year ago, but you're still checking each other out, hey
Nobody wants to blow, nobody wants to be left out, uh-huh

You can't leave 'cause your heart is there
Mày không thể đi vì trái tim mày vẫn nằm ở đó
But, sure, you can't stay 'cause you been somewhere else
Mà, thực ra, mày không thể ở lại vì đã nếm một chỗ nào khác
You can't cry 'cause you'll look broke down
Mày không thể khóc vì sẽ bị coi như đã tan vỡ
But you're cryin' anyway 'cause you're all broke down
Nhưng mà mày cứ khóc vì đã tan vỡ rồi

[Chorus] It's a family affair
Thế là việc gia đình

Sly and the Family Stone tấu ca khúc "Family Affair."

A short tribute on Sylvester Stewart / Sly Stone's passing.

It's hard to believe that this was a No. 1 song for three weeks in December 1971. Not a love song, "Family Affair" is a taut look at human relationships. The song is not really performed by the "Family Stone" but by three all-star musicians of that time - Sly Stone on guitar and bass guitar, Billy Preston (sometimes called the 5th Beatle) on electric piano, and Bobby Womack on rhythm guitar. The song was pathbreaking in its early use of a synthesized drum rhythm.

This song never ceases to amaze on every listening -- Preston's gospel harmonies, Stone's rough-hewn sinuous bass lines and his gravelly yet expressive voice. This is one of those songs that was really big in its time, but rarely seems to be rebroadcast, but I call it a masterpiece.

One of the great advantages of audiocassette technology was its portability. Cassettes were more stable than record players and could easily be installed in automobiles. People had grown accustomed to music in their cars on the radio. The car stereo allowed them to choose the music they listened. This technology remained popular into the 1990s.

...
Thuốc lá, bánh ngọt, nước chanh, bia đen, rượu vang, nước giải khát bia gừng được cung cấp một cách nhiệt tình.

"Một buổi sáng văn hóa" (A Cultured Morning) - Vĩnh Anh (1976)

Chẳng hạn bản Hey Jude quái đằn ca ngợi về xúi dục tệ đoan ma túy và nhục dục “Remember to let her under you skin, the you ll [tức will] bigin [tức begin] to make it better” (nhớ “chính” nó vào dưới da và bạn sẽ bắt đầu làm tình một cách khoái trá hơn).

Thirty or forty years ago, French colonizers wanted to lull our people with Tina Rossi's voice through the song "J'ai deux amours" in order to teach the youth of French colonies to love Paris the capitol of the motherland more than their fatherland. Then more recently, tens of thousands of bars were built to serve hundreds of thousands of American soldiers and their vassals. Those bars were a hell that manipulated young men and women so they writhe and scream out song lyrics, crazed music to entertain the invaders. American and its puppets imported their horrible cultural objects through that music. For example the obtuse song "Hey Jude" that praises the instigation and corruption of narcotics and carnality, "hãy cho nàng choán hết tâm trí bạn, rồi bạn sẽ làm cho tốt đẹp hơn" (remembering that it's "her" that is under your skin and you'll begin to make love in a more satisfying way.

Nhạc sĩ động viên vợ trong lúc lao động (The Musician Encourages His Wife In Her Labors) (1962)
